My PC is dead. Now I have an iPad, how do I hook up USB cables?

I am sure there is an easy answer but I've been PC'd too long. Are there cables, USB that work in the iPad.

You will need an adapter.

But with an iPad, at most, I think you can only view the files and cannot really do much else.

You could get a 30-pin to SD card adapter, but that's outdated tech (you might find them cheap somewhere).

I'd get what @thancam suggested and combine it with a lighting to 30-pin adapter. That will work and also make you future proof.
