On my research on a suitable dashcam for me i found the Mobile-I models, it seems they have not been mentioned here yet.
One of the few dashcams (*) that I found from European sellers is the Mobile-I HD, sold in Germany under the ELV brand. ELV is a known german shop for electronics with a quite good reputation, even if sometimes a bit on the expensive side.
Video footage I found on youtube.com ranges from horrible to quite good, day and night. User feedback on the ELV site and Amazon.de is from okay to good.
According to the specifications, it has true 1280x720 resolution, is powered by miniUSB, uses SD-Card (instead of MicroSD) and has a suction holder and a fixed mount. There seems to be a 640x480 version as well. MOV format but no codec being mentioned.
It has a strange case, long and flat. The lens rotates around it`s trasversal axis. This design seems interesting to me; it should be possible to mount the camera under the car`s roof, so that only the small lens should be visible from outside.
It is appealing to me that I could buy this camera in Europe from a European vendor, having a warranty & return policy, and no trouble wih customs. And, even if not strictly necessary for me, it has a good instruction manual.
The price however is 70 Euros. Not exactly a bargain.
Watching russian youtube footage brought me to the original brand and apparently the manufacturer, Oitez from Hongkong with production in China.
The model I found in Germany is the Mobile-I DP-R02, with the DP-R01 being the VGA version in the same case. Two other models, DP-R03 and DP-R05, have 1080p, another case, and the latter having another color and AVI format instead of MOV. I could not find other differences. The lens does not rotate on these models. Surprisingly they have even usable manuals in english language.
In Russia, from what I found on Youtube, they seem to be sold under the Neoline brand.
I might consider the DP-R02 as an alternative to ordering my preferred model in China. However, I am a bit unsure, as the videos I see on Youtube are of very different quality. Sometimes they jump/advance; probably people using too slow SD-cards? Who knows?
Some nighttime videos seem quite decent to me, others horrible, daytime videos from sharp and good exposed to blurry and overexposed.
Some (mostly russian) videos that seem acceptable or good:

(note the frequent short jumps in some videos from different people - camera or card?)

Any experiences or opinions?
*There are actually quite a lot of dashcams from European sellers, but most of them seem to be the rubbish products of worst quality.
