Texas gives a 2 year inspection on brand new vehicles.
In terms of smog/emissions testing: All 96 and newer (obd-ii) just get plugged into a computer to check the car's own self test systems for things like the evaporative emissions system, catalytic converters, etc. Cars between 25 years old and model year 1995 have to have a tailpipe test on a rolling dyno since that gives more accurate results than just idling or revving in neutral. Cars older than 25 years are exempt from tailpipe tests. So eventually it'll be obd-ii and safety only, no more dyno tests. Unless the laws change again of course...
All vehicles no matter how old have to pass basic safety checks - tires, lights, horn, brake test, wipers, etc. And safety only inspections only cost like $12.50.
