In my point of view, they both made a mistake. One is speeding and one without shoulder check.

No blame on Van driver ( maybe very-very little ). He maybe even checked shoulder and saw car to be far enough to change lanes. But because offender was speeding - hence the result. I dont blame van driver.

Was there a speed camera? I saw the sign flashing speed and then a flash. Car at fault, especially since the road is wet which sucks for braking.

Wonder if the left turning car got a red light camera ticket at the end.

My favorite part was when everyone immediately stopped to render aid or act as a witness.
