Why do some drivers stop and hestitates?

I see this quite often in youtube crash video. It seems quite often when the driver realizes he/she ran the light or stop sign or messed up the right of way turns, they stop in the middle and end up getting hit by another car rather than quickly drive away or back up.

Is there something in human nature that makes them stop in the face of danger rather than to move their ass out of the way?

Guilty conscience and a desperate attempt to make amends, without time to think it through.
 
In Russia it seem to be the rule, if you had a fender bender dont move cars before cops have assigned blame, and thats pretty wierd seeing as they all drive with a dashcam over there.
Here you better get your car and ass off the road or to the side of the road if you been in a fender bender.
