I feel sorry for the bus driver. He won't ever forget that and may even blame himself for a while even though it's obviously not his fault.

Agreed. I'm sick of hearing headlines like "drunk driver kills family of 5, walks away with broken fingernail". And then gets away with a legal slap on the wrist.
I normally hate zero tolerance because it means zero thinking... But there is absolutely no reason for someone to ever drive drunk. Call a cab, call the police, call a friend! There's absolutely no excuse for driving drunk (or high/stoned/tripping/whatever) and anyone caught doing it needs serious penalties, not the chickensh** stuff in place now.
