In some places you are required to secure your load in a reasonable manner, but nobody defines what "reasonbable" is. You have to cover a loos load here, but again they do not define how well that coverage has to be other than "from front to rear", so you see dump trucks and trailers spilling dirt and gravel from the sides sometimes. That isn't legal but their cover is. Laws are screwy.
