Even in this case only with Novatek support it can be working like it should.
 
Is that just missing in a single frame or missing in the full video playback.

TBH that shot is very acceptable to me, no motion blur considering the closing speed and bit of missing thin wire wouldn't bother me. I've seen similar in many other posted shots from a lot of manufacturers.
 
On my tablet I can only see a static shot hence my query.

It’s unpleasant to watch how the video breaks into "pixels".

Can you open the permissions for this video? It is by request only now, so you will be flooded with requests and we will experience delays in viewing.

Owners of VIOFO A119 V3 all over the world are waiting for stable firmware V2.0 :
where the above errors are fixed (vvs49 and the rest...)
where the work of the HDR is improved
improved night shooting
 
I think you might be in for a long wait and there are more urgent issues with their other models to fix first.
 
I think both effects in Pavokan's videos are encoding artifacts, maybe try h265 with high bitrate.

Have you increased the EV? Maybe try it on +0, and use maximum bitrate...

It is an encoding artifact, and normal for dashcam video, but normally it is hard to see, especially at high bitrates.

Stock V1.03 - Video
These are difficult conditions for video recording and many dash cams cannot cope with them.
Therefore, I use modified firmware with an increased bitrate without this effect.
