reminds me of the mythbusters episode where Jamie made a similar device. went looking for it on youtube, somehow got sucked into a bunch of nurburgring videos instead. it's like wikipedia... you can't just look at one thing.
 
Its popular on bikes here, just flip your plate up under the seat and then flex your right wrist.
 
May be crossing the border so need different plate. ;)
