We can reset the camera by loading firmware with a Windows laptop!
Please download this tool here (Only works with Windows system)

Also, please load this BIN file from this link (V1.06.20180528s standard firmware)

And then you can load it in this way: No need insert a memory card into camera unit, please note!
1) Keep pressing this button when plugging into the laptop USB socket.
2)Open this tool and select this "load bin file" section and load this bin file which lists in the second link.
3)Click this "start update"

After updating firmware from micro SD card must remove the card from Cam and make full format FAT32 (NOT fast format! ) on Win running computer or other devices.

I have brick and I am trying to reset it according #44.
When I plug it into laptop I get message kind of "device not recognized".
Can you help to look for drivers for Windows 10 ?

Keep pressing the lock button when plugging camera to your computer USB socket!

Hi, after following these steps, the dashcam is still stuck at the green light and won't record after turning on. Can you help? Thanks.

How about its voice prompts and WiFi SSID?
 
The only voice prompt is "SD card detected". I am able to see the WiFi network of the dashcam but unable to connect to it.

Do not plug the dashcam into your computer USB socket for power source! Just use your phone USB wall charger to power on it, then it will work!
