Yep ban all clones.
There is some difference in counterfeit and how the technology is copied and internet is full of those research.
If both were same, they won't be legally in the market.
All smartphones look pretty similar.
Now fake iPhone if sold as fake is fine with me and buyers pay less as expected but selling fake iphone as real is deceit.

I have no idea what the above sentence is supposed to mean. "Internet is full of those research?"
In any event, a cloned product is a cloned product even if "there is some difference and how the technology is copied". Well, yes there usually is indeed a difference in how the technology is copied. That is why many dash cam buyers have discovered to their dismay that the chip-set inside their camera isn't the one stated on the box or by the seller.
As for fake iPhones, the fakes run on Android, so even if they look almost identical to an actual iPhone just the way some Samsung phones have literally been exact iPhone copies, the fact that they run on Android instead of iOS makes it immediately obvious to the user.
Selling fake consumer goods is not in fact "legal", it is basically a rampant practice that is currently poorly regulated or enforced. China, the world largest producer of cloned consumer goods has been taking measures to crackdown on the practice.
"According to the South China Morning Post newspaper, Zhang said the government planned to introduce a “credit record system” for traders, with those selling fake or poor quality products having their business operations restricted."
“Market order can only be regulated if we increase the penalties for selling fake goods, making traders who sell such goods unable to continue operations, or go bankrupt,” Zhang said during a press briefing in Beijing on Monday (March 9)."
